River Song is not a Time Lord, but that doesn't matter, because human women can clearly interbreed with Time Lord men, as shown with Andred and Leela.[1]

Also, at least according to some sources, the Doctor has a human mother, which further proves the idea that humans and timelords can interbreed.

Whether or not River and the Doctor have had enough time to have a baby is unclear. River Song in her final adventure made no mention of a child, but given the nature of their relationship if there was another child[2] in the Doctor's future she would not have told him for fear of altering the timeline.
