It's often difficult (in the real world, as well as in the Whoniverse) to pin down exactly which events should be counted as being part of a war and which are part of the lead-up to that war. According to Russell T Davies' narrative essay in the 2008 annual, the Daleks considered the events of "Genesis of the Daleks" to be the 'first strike' of the Time War. He described the events of the classic series as a 'cold war' before the real shooting war, but he also referred to the Phoney War (which is definitely considered part of World War II proper).
