It would appear to be. Given the Cybermen from both universes were active at the same time, it's possible the Mondasian Cybermen assimilated aspects of the Cybus ones. It should be noted that while off-screen the writers and producers have stated that we are now seeing the Mondasian Cybermen (and apparently have done since at least "Closing Time", though possibly as early as "The Pandorica Opens"), to date no one on screen has actually made the distinction in dialogue.

True, the writer of Nightmare In Silver said that his idea was that the inefficient and bumbling Our Universe Cybermen made contact with the Cybus Cybermen and merged into one species.
