They're just a power corrupted race, who believed they were gods. They were just as mortal as those they inhabited the universe with. Finally, ironically, they pay for their corruption, by being killed at the hands of one of their creations which they believed would allow them to achieve godhood.

The Constructors are not gods, the whole point of the book is that the Guardians are the nearest thing to a genuine set of gods in the Whoniverse, and even they are indicated to report to somebody else.
