These Cybermen can't be from as early as the 26th or 27th century. In the pre-title sequence of the episode, Webley says, "We [humans] defeated them all [the Cybermen] a thousand years ago," so the episode must take place over a thousand years from now. The defeat followed a series of wars (the Cyber-Wars) between the Cybermen & an interstellar human empire, which we don't yet have. That places the episode substantially later than the 31st century, although we don't know how much later.
