As one of the Gallifreyan officers pointed out to the General, 13 incarnations of the Doctor were indeed present (in 13 instances of the TARDIS) when Gallifrey was put into a "pocket universe". However, it is possible that there were in fact 14 present in the episode, as the episode strongly implies (and the Titan Comics franchise confirms) that the Curator is a future incarnation of the Doctor as well.
