No, and even that episode wasn't really a Christmas special in the sense of the new series. It was a regular-length episode right in the middle of a story that just happened to fall on a Christmas, so they decided to inject a little Christmas-ness into the episode.

By 2005, having Christmas specials outside the normal broadcast season had become a tradition on British television with all kinds of significant connotations, none of which really existed in the 1960s.

There was however, a Christmas minisode known as "Merry Christmas Doctor Who".
