Jamie was not in "The Three Doctors", or "The Five Doctors" (although an illusion of him had a short appearance), or (if you count it) "Dimensions in Time". There are also a number of later stories that have brief flashbacks of the Second Doctor that don't show Jamie. And there are a few individual episodes within the Second Doctor's stories where Jamie doesn't appear (or, in the case of "The Mind Robber", where a somewhat different Jamie appears).

But "The Power of the Daleks" is the only story during the Second Doctor era without Jamie. He joined at the end of "The Highlanders" and stayed with the Second Doctor until the last episode of "The War Games".
