Before the Last Great Time War (i.e., during the classic series), there were many, almost all of whom were on Gallifrey. Since the Time War (i.e., during the revived series), there has been only the Doctor &, for 2 relatively brief periods, the Master in this universe. In "The Day of the Doctor" & "The Time of the Doctor", it was shown that at least some of the Time Lords on Gallifrey have survived but Gallifrey is confined to a "pocket universe" of its own. At present (before Series 8), we know very little about the surviving Time Lords on Gallifrey.
