No. The John Hurt incarnation is the ninth incarnation, between the Eighth and Ninth Doctors, as seen in "The Night of the Doctor" and "The Day of the Doctor". This incarnation does not call himself "The Doctor" however, as he felt he would have to do things that he couldn't do in the name of the Doctor. Although he did accept the name Doctor at the very end of "Day of the Doctor", and thus at that moment became the Ninth Doctor, this was only temporary as he was unable to remember the events, and so his next incarnation chose to be called the ninth Doctor and disowned the War Doctor.
