If they got time machines, then yes. However, there is no evidence that either Sontarans or Rutans possess time travel technology.

In "The Time Warrior" a Sontaran called Linx crashes on Earth in medieval times and uses a very primitive matter transmitter that allows him to capture scientists from the 1970s to work on his ship, but he only manages to make a few trips, as the machine uses a lot of energy and isn't very sophisticated. 09:18, August 20, 2012 (UTC)

In "The Two Doctors", the Sontarans were trying to acquire time travel technology & going to a great deal of trouble to do so. They'd not have been doing that if they already had the technology. Since they failed, they didn't have it afterwards, either. -- 22:13, August 20, 2012 (UTC)
