Humans and Time Lords are different species, so they cannot be the same. However, a person can be partially human and partially Time Lord, such as in the case of River Song who had her DNA manipulated to become partially Time Lord after being exposed to radiation from the time vortex before birth, ("A Good Man Goes to War") and in the case of the Doctor who is himself half human on his mother's side, ("Doctor Who", the 1996 TV movie) although some other stories in the spin-off media contradict this fact about the Doctor, such as "Lungbarrow" (novel).
