Assuming the physiology of a Time Lord is identical to that of a human (except things like two hearts, regeneration, telepathy, etc.) then he can certainly give it the old college try. However, if we think of it in terms divergent evolution then it's more than likely there are too many genetic differences to successfully conceive - like when separated populations of the same species evolve down such different lines that they can no longer interbreed.

In other words, we don't know.
