This topic has never been discussed directly on screen. The 1996 TV movie revealed that the Doctor is apparently half-human on his mother's side though, save for a teasing reference in "Hell Bent" this has never again been directly addressed with some attempts made in spin-off media to rationalize the statement, such as "Prisoners of Time" (comic story) suggesting the Doctor was under the influence of the Chameleon Arch (see "Human Nature") when he said that. If the Doctor's statement in the TV movie is truthful, we still do not know whether he was conceived in the normal way, given references in spin-off media to other methods of Time Lord procreation.
