Until "The Day of the Doctor" (2013) we believed he killed all the Time Lords (he said so in "The Doctor's Wife") in order to prevent the universe being consumed in total war. We now know that he misremembered this and it had only appeared to happen and Gallifrey continues to exist in another universe, and we no longer have evidence he killed Time Lords in the Last Great Time War. However, there are occasions where he has killed or attempted to kill Time Lords: notably Omega in "The Three Doctors" through trickery, the Master through inaction in "Planet of Fire", and arguably the Valeyard.
