No. Astronomical information about Gallifrey is sparse but, according to "Agent Provocateur" (IDW comic story), it had 2 large moons (& also had rings somewhat like Saturn in our system). That same story also says that the moons were destroyed with the Daleks when Gallifrey disappeared at the end of the Last Great Time War ("The Day of the Doctor").
