In novels & audios, he has an older brother named Irving Braxiatel. On TV, in "Smith and Jones", Martha Jones asked him if he had a brother & he replied, "No, not any more." He said this, however, when he still believed that he had used the Moment to destroy Gallifrey (which, as we learned in "The Day of the Doctor", he had not in fact done), so the implication that his bother(s) had died may or may not be true.
