There is no indication that she knows the language. The only time so far that we've seen Gallifreyan in connection with Clara is when Ashildr - who appears to be fluent - is reading the TARDIS manual. ("Hell Bent") That said, there is nothing on screen to suggest she doesn't understand it either. The fact she was able to read a book apparently from Gallifrey in "Journey to the Centre of the TARDIS" is ambiguous as it might have been a translation into a language the TARDIS was able to translate for her (as the TARDIS cannot translate Gallifreyan per "A Good Man Goes to War").
