Gallifrey has actually returned twice.

More well known is in the television series. The Doctor thought that he had blown up Gallifrey in The Last Great Time War. But he later found out that he had actually locked it in a pocket universe ("The Day of the Doctor"). Gallifrey reappeared at the end of time ("Hell Bent").

In the EDAs the Eighth Doctor did blow up Gallifrey to end a Time War. However, shortly before doing that he had used the TARDIS to upload the entire contents of the Time Lord Matrix on Gallifrey. He could the use this information to (re)create (a new) Gallifrey.
