First, you have to know where it is. The TV show has never revealed even the approximate galactic coordinates.

Second, you need some form of starship (and/or timeship), which is hard to find on early 21st century Earth.

Finally, if you just go there now, you'll find a dead and blasted planet with nothing but a handful of empty Dalek shells (as the Doctor and Amy found in the adventure game City of the Daleks).

It's also not clear whether that planet is even the real Skaro. After all, the Doctor tricked Davros into destroying Skaro in Rememberance of the Daleks, and the Tenth Doctor later said that Skaro was destroyed in the Last Great Time War.
