A "census" number has never been revealed. The franchise has not been consistent as to whether "Time Lord" is a race on Gallifrey, is applicable to every sentient Gallifreyan (just as humans are the main sentient species on earth), or is an earned title (though "A Good Man Goes to War" confirms that Time Lords do have unique DNA). If every Gallifreyan is a Time Lord, then "The Day of the Doctor" implies that the number is in the billions as there were at least 2.47 billion children alone on Gallifrey at the end of the Time War.
