Presumably any companion with a superphone, plus anyone involved in the "Children of Time" group in "The Stolen Earth" who used the number to contact the Doctor, and according to "The Day of the Doctor" it's known by people in UNIT ranging from Kate Stewart (who somehow got hold of a sound recording of the TARDIS dematerializing to use as her ringtone) to an underling. Winston Churchill also had the number & used it to call the Doctor at the end of "The Beast Below".
