No. Amy still existed when her parents were erased,the Byzantium still crashed when the angels were erased, Amy's engagement ring was still in the TARDIS when Rory was erased, etc. Besides, the Doctor didn't (as far as we know) start the Time War. He just ended it.


the Doctor is able to recall everything that happened to Rory prior to the Big Bang 2. "He was killed, then he didn't exist. Then he was plastic" etc. Furthermore, the Time Lords are still dead as shown in the Doctor's Wife. The events happened, but no one remembers them except for time travellers.
