In episodes 4 and 5 of series 5 why do the Weeping Angels snap people's necks instead of sending them back in time?

When 'Angel Bob' snapped the necks of the Clerics, it was because it needed the bodies to harvest the cerebral cortexes of the Clerics in order to lure more soldiers to their deaths. What's more, due to the prescence of a large power source in the Byzantium, the Angels did not need to eat potential energy, and so were content with physically killing.
