In the last episode of Series Six, "The Wedding of River Song" you find that it was not the Doctor who was shot by the lake but in fact the Teselecta, which was seen in "Let's Kill Hitler".' The Teselecta wasn't actually regenerating, it was simply mimicking the process to feign the Doctor's death so, technically, he didn't start regenerating and would not have regenerated had it actually have been him.
