They were the only two Time Lords present to vote against the use of the Final Sanction. If I recall correctly, it was because they opposed what Rassilon was doing, with trying to break the Time Lock.They disagreed with the idea of the End of Time. It's a form of humiliation

It was called the "Ultimate Sanction". It does, though, have strong overtones of "Final Solution", which is unlikely to be accidental on RTD's part.

By the end of the Time War, Rassilon had become thoroughly corrupted and treated disagreement with him as if it were treason. Look at what he did to the Partisan during the discussion around the table. These two had very publicly disagreed with him. There are plenty of examples of leaders behaving that way in the real world, all through history and in the news right now.
