It's part of the Daleks Master Plan in that episode 6 cliffhangers into it and episode 8 leads on from it... Plotwise, it has little to do with DMP but the episode is part of the story.

Characterwise it does make Sara part of the TARDIS crew, moving her on from killing Brett.

  • The episode was produced as a semi-standalone because that year Doctor Who was scheduled to air exactly on Christmas Day and the writers realized few people would be watching, so they wrote a throwaway interlude and tossed it in the middle of the Masterplan storyline. So technically Masterplan is an 11-part story, not 12, but Feast of Steven is nonetheless considered part of the overall narrative.
