Current Doctor Who show-runner Steven Moffat, Torchwood show-runner and character creator Russell T Davies, and actor John Barrowman have all expressed interest in Jack reappearing in Doctor Who. In fact, they all intended for Jack to appear in "A Good Man Goes to War", but scheduling conflicts made this impossible. They're all interested in Jack appearing again at some point in the future, but at this point (at least as far as anyone has said) there are no specific plans.

It seems pretty likely he'll appear some time during the 50th anniversary series in 2013. However, how major a part he plays in 2013, and whether he also appears in 2012, depends both on Moffat needing the character to fit a good story, and Barrowman being available for Doctor Who filming.
