No. He's just a human scientist named Dr. Who who invented a police box time machine and is not in the Whoniverse. There have been some attempts in the expanded Whoniverse (novels, short stories) to reconcile him with the rest of continuity. Steven Moffat has confirmed that "The Day of the Doctor" was originally planned to have established that the two Cushing films exist as films in the Whoniverse, but this idea had to be dropped because they couldn't afford the rights to show the posters on screen.
