The Curator (Tom Baker)

No. The Curator's identity as an incarnation of the Doctor is not explicity stated in "The Day of the Doctor" to begin with, and he says to the Eleventh Doctor that the Doctor may someday start revisiting old faces later, so even if he is the Doctor, he isn't the Fourth Doctor, who regenerated long before becoming an old man. The comic book story "The Then and the Now" (comic story) confirms, however, that the Curator is indeed a future incarnation of the Doctor.
