there are also probably many other parallel universes with doctors

Possible not. As it has been stated that the Time Lords controlled passage to parallel universes it is possible they made sure they were unique.

Thus no Gallifrey and no Doctor

With a potential for infinite universes, there is more than likely an alternate Doctor. However, he would most likely be different in some if not many ways (as Ricky was quite different from Mickey in Pete's World, even though they were alternate-universe versions of each other). He (or they, again there could be an infinite number) could quite possibly even go by a different name, though he(they)'d be the Doctor's alternate version as well.
