Obviously they're not completely 'memory-proof', or the Doctor and friends wouldn't have been able to track them as they did in "Day of the Moon" and "The Wedding of River Song".

And from what we've seen, it's only actually seeing a Silent that makes you forget, so hearing one around a corner probably wouldn't do so. We don't know that 100% for sure, but we did see somewhat similar situations. On the other hand, since you'd have forgotten any Silent that you'd seen, you probably wouldn't know the voice you'd heard around the corner was a Silent. It'd just be a strange voice.
