Sort of. It was billed as a Christmas special, but it wasn't HEAVILY promoted at all. You see, the entire reason the The Feast of Steven is so silly and comedic, ends on the Doctor breaking the fourth wall, and has entirely nothing to do with the rest of "The Daleks' Master Plan" (it doesn't even feature the Daleks!) is because the then-producers of the show thought that nobody would be watching at Christmas. The current production team has the opposite view, and make their Christmas episodes a big event.
