No but when she saved his life in "Father's Day", Rose created a temporal paradox, made worse by the fact that there were two Ninth Doctor's and Rose's present. That (as the Doctor said) was like a wound in the timeline and the reapers appeared to cleanse the wound. The damage was local, although serious enough for everyone closely involved. When a fixed point was changed in "The Wedding of River Song", the timeline was dying and the effects were very widespread.
