Even the Time Lords don't know the Angels' home planet. As the Doctor told Sally Sparrow via DVD in "Blink", "No one quite knows where they came from..." He also said that they are a very old species, even compared with the Time Lords. (In "The End of Time", Part 2, Rassilon referred to "the Weeping Angels of old". Anything Rassilon considers old is very, very old indeed.)
