Time Lords are Gallifreyans. However the series has been inconsistent in terms of whether all Gallifreyans are Time Lords. While stories like "The Sound of Drums" and "The Deadly Assassin" reference a Time Lord Academy, and the expanded universe of novels and audio dramas has indicated that non-Gallifreyans can become Time Lords (such as Ace), "A Good Man Goes to War" indicates that Time Lords have a distinct DNA and many episodes of both the classic and modern eras have used the terms Time Lord and Gallifreyan interchangeably.
