He meant that he destroyed all the Time Lords when he ended the Time War. We know (from "The End of Time") that he had something called "the Moment" & was expected to use it to "destroy Daleks & Time Lords alike" & that he did so to prevent the Time Lords from destroying the entire universe by bringing about "the end of Time itself" (Rassilon's description of what they intended). We know (from "Dalek") that he did cause the Daleks & Time Lords to "burn" & that he himself survived only "by accident".

However, in "The Day of the Doctor" it is revealed that Gallifrey was not destroyed, just hidden.
