It's hard to tell for individual writers since the classic show split stories into multi-part serials that often had shared writing credits to spread the workload. The longest story in the show's run (so far) was the "The Daleks' Master Plan" back in 1965, which was twelve episodes and written by Terry Nation & Dennis Spooner.
