We don't know that he can't. The Curator in "The Day of the Doctor" hinted that he might eventually be able to do exactly that.

We know that the Doctor has little or no control over the appearance that results from a regeneration but we've been shown that some other Time Lords (Romana, for example, in "Destiny of the Daleks") can choose their post-regeneration appearance. That difference has never been explained &, if the Doctor somehow gained the same level of control, then (as the Curator said) "Who knows?"
