The war was "time-locked", preventing anyone from going back into it. This was the case at least until "The End of Time", when the Time Lords unsuccessfully tried to escape the time lock. In "The Day of the Doctor", however, all 13 incarnations of the Doctor entered the final minutes of the Time War in order to save Gallifrey. The Tenth Doctor expressed surprise that he & the Eleventh Doctor were able to enter the Time War but no explanation was given of why the time lock hadn't prevented them doing so.
