Perhaps he might have, as a last resort, but things never got to (or even near) the last resort stage. He also had more than one person to convince. If he'd done something like what he did to Craig in "The Lodger" (Series 5) to the first one, it would have looked as if he was attacking the guy and the others would have restrained him, preventing him from doing the same to them. It would have ended up making matters worse, instead of better, by convincing them he really was dangerous.
