The Gate needed a genetic template from a healthy specimen to heal a sick one. The Doctor's template might conceivably have worked for the Master, but trying to trick the Doctor into providing it, without Naismith figuring out what he was doing, may be too complicated a plan even for the Master.

Also, it's possible that the Gate just _couldn't_ heal the Master; what's wrong with him wasn't a physical injury or ailment, but an incomplete resurrection that left him leaking his life force (whatever that exactly means).
