When Weeping Angels are feeding, they target whatever food source is available, whether or not that food source is humans. In "Blink", for example, their main target was the TARDIS, since "There is a world of time energy in there they could feast on forever," but they fed on humans -- & one Time Lord -- to keep themselves going while they tried to get into the TARDIS. In "The Time of Angels"/"Flesh and Stone", they fed on radiation from the crashed starliner Byzantium.

The Doctor said, in "Blink", that the Weeping Angels are "as old as the universe, or very nearly," but he didn't say what they originally fed on.
