Having lived for a supposed 9 hundred plus years with (at the time of answering this question) 11 different faces you would get tired of only ever being grey, blonde or dark haired.

Because he's "never been ginger".

In Doctor Who time lords who have red hair are considered special. While Gallifrey still existed they were called Heroes and were time sentient. What that means is that they could see all of time at once.
