Because he will never see them again. (The Tenth Doctor looks at regeneration as if it's a new man walking away.)

And he wants closure.

Second the closure thing. Also: He kinda owed Martha and Jack. Sarah Jane had been hurt by him not saying goodbye the last time around. And he was missing Rose, so why not have a last look as long as he still could?
