Why doesn't the Chameleon Circuit reset and function properly when the Type 40 TARDIS appears?

Traditionally the Doctor's excuse is that it is broken. A story involving the Sixth Doctor[1] also revealed that if the chameleon circuit is fixed it is not overly reliable (it appeared as several objects which didn't suit the surroundings).

the Doctor has also said he likes the Police Box look and wouldn't want it to be fixed anyway.
