In itself, the Doctor's name wasn't particularly important to the Time Lords. What was important to them was that they knew his name but very few others did -- & all those others were in Gallifrey's home universe. Because of that, the Time Lords could use the Doctor's name to identify their home universe & return from the pocket universe where the thirteen incarnations of the Doctor had put Gallifrey in "The Day of the Doctor".
